Trimmers are very durable, so there is not much drop off in quality with a secondhand trimmer.
The power you will need depends on the size of your yard and what you will be cutting through. Thicker grass will require significantly more power than a light trim job. For most small home jobs, a 2-cycle, 20cc displacement engine will be sufficient. If you have a small yard, you may be able to save money and buy an electric trimmer. Electric trimmers are far more portable and lightweight than gas models, but can only reach a limited area because of the cord.
